Christopher J. Burkhalter, FCAS, MAAA

Mr. Burkhalter, President of the Burkhalter Group, manages the Madison, Mississippi office. Mr. Burkhalter founded the Burkhalter Group in 2018, after nineteen years of practice with Bickerstaff, Whatley, Ryan & Burkhalter. His previously managed an independent consulting practice, Executive Actuarial Services, LLC. He is a Fellow of the Casualty Actuarial Society (1998) and a Member of the Academy of Actuaries (1997).

Mr. Burkhalter's independent practice, covering all areas of property and casualty actuarial and insurance work, was established in early 1999 and focuses on Workers Compensation and Commercial Lines. Current clients include:

  • Workers Compensation insurance companies

  • Other property & casualty insurance companies

  • Residual market associations

  • Managing General Agencies

  • Self-insured funds and trusts

  • Regulatory agencies

  • Brokers and agencies

Mr. Burkhalter's work includes reserve analyses, rate analyses and filings, Statements of Actuarial Opinion for insurance company Annual Statements, dividend calculations, regulatory consulting, self-funding feasibility studies, and expert witness testimony. He is a member of the Workers Compensation Committee of the Self-Insurance Institute of America and a member of the Insurance Advisory Council at the University of Mississippi.

Prior to forming his consulting practice, Mr. Burkhalter held actuarial positions with two prominent carriers. At Southern Farm Bureau Casualty Insurance Company group (1993-1998), he held positions of Associate Actuary and Actuary, Assistant to State Manager. His responsibilities there included:

  • Personal lines and commercial rate analysis and filings in six Southeastern states, representing over $700 million in written premium.

  • Loss and loss expense reserve analyses for the 10 companies comprising that Farm Bureau group.

  • Development and maintenance of extensive reserve analysis system

  • Evaluation of reinsurance proposals

  • Preparation of numerous internal statistical reports and actuarial analyses concerning profitability and reserve strength


As Regional Actuary for the St. Paul Fire & Marine Insurance Company (7/98 to 1/99), Mr. Burkhalter was responsible for all actuarial areas in the company's commercial operation and for all evaluation and report preparation for all financial and budgeting areas for the region.

From 2/91 to 10/93 Mr. Burkhalter was a Research Physicist at the U.S. Naval Research Laboratory, Stennis Space Center, MS.

Mr. Burkhalter is a Summa Cum Laude graduate of the University of Mississippi (1990), with a major in Physics and a minor in Mathematics and German. He received a Master of Science in Applied Physics (1992) at the University of New Orleans.
