Kevin M. Ryan, FCAS, MAAA

Mr. Ryan previously served as Vice President and Principal of Bickerstaff, Whatley, Ryan & Burkhalter, having established the Malvern, PA (Philadelphia area) office on July 1, 2001. He brings to the firm over 40 years of Property/Casualty actuarial and management experience. A Fellow of the Casualty Actuarial Society and its President in 1989-1990, he is also a Member of the American Academy of Actuaries and a former Treasurer of that organization.

Kevin has a multi-faceted insurance experience:

  • Insurance companies, having served in an actuarial capacity for both the Aetna and Industrial Indemnity insurance companies;

  • Insurance regulation, as the Deputy Director of the Illinois Insurance Department in charge of all property/casualty regulation;

  • Casualty and property ratemaking, as Commercial Vice President of ISO;

  • Workers compensation, having served as President of the National Council on Compensation Insurance (NCCI) for ten years (1980-90); and

  • Varied consulting assignments, as a former Partner at Milliman Robertson and the former President of Wexford Actuarial (an Aon subsidiary).

In his career he has directed and participated in due diligence activities for many major industry mergers and acquisitions. He has developed innovative alternative workers compensation ratemaking and classification systems and implemented a streamlined experience modification program. He has been called upon to provide expert witness testimony before juries, legislatures, administrative courts, a Committee of the United States Senate and the Federal Trade Commission.

Some of Kevin's past actuarial consulting assignments include:

  • Designing a rate regulatory system for a Canadian Province

  • Developing excess workers compensation prices for a consortium of Lloyd's of London syndicates

  • Establishing a private passenger automobile rating system for a national carrier, incorporating recent modifications to traditional ratemaking practices

  • Reviewing and evaluating a South American Automobile insurer on behalf of a potential investor

  • Developing a system for analyzing the attaching liability from asbestos exposures for a large State Guarantee Fund

  • Working closely with a management team that successfully restructured a personal lines carrier, resulting in a successful turnaround.

While President of NCCI, he revitalized and modernized the organization, developing a professional staff and relocating the operation to Boca Raton, FL. During his tenure with the Illinois Insurance Department, he was instrumental in developing the first NAIC solvency-testing program, a precursor of the Risk Based Capital program.

Just prior to establishing the Philadelphia office of BWR&B, he was associated with American Re-Insurance Company, where he was instrumental in developing programs for the Strategic Business Initiatives unit, specializing in major loss portfolio transfers and non-traditional reinsurance programs.

Mr. Ryan graduated with a degree in Mathematics from Fairfield University, is married and has three children. He is also the author of the novel, Past Due.
